Add the scripts create-empty-partition and create-partition-file-with-data in docker image

Add the scripts create-empty-partition.sh and create-partition-file-with-data.sh that are respectively in tplstos/installer/ and tplst/repository/static/assets/tools, put them in /usr/locale/share in the docker image (Dockerfile)
